Its primary goal is to empower women within Self-Help Groups (SHGs) to earn a sustainable income of at least ₹1 lakh per year (Approx), which translates to a steady monthly earning of around ₹10,000 maintained over at least four agricultural or business cycles. To date, the mission has successfully organized over 10 crore households into 90.90 lakh SHGs, with nearly 1.48 crore women already achieving the “LAKHPATI” milestone.

Beyond financial success, they inspire through adopting sustainable livelihood practices and achieving a decent standard of living. SHGs support this journey with collective action, financial literacy, and skill development, empowering members for entrepreneurial ventures. What is The She-Mart Scheme 

SHE-MART (Self Help Entrepreneur Marts) is a Government of India initiative announced in the Union Budget 2026-27. It is designed to empower women entrepreneurs by creating community-owned retail outlets within cluster-level federations of self-help groups and focuses on the demand side (sales and marketing). 

Once a woman becomes a successful Lakhpati Didi and creates high-quality products, her biggest challenge is finding a profitable market without losing a large portion of her hard-earned income to middlemen. This is a revolutionary scheme that aims to transform the way women entrepreneurs access markets and sell their products. This scheme helps in creating permanent, community-owned retail stores managed directly by the women’s federations themselves. 

Instead of selling their product at a low price to temporary agents, this scheme offers direct access to consumers. It is a strong shift that transforms a rural producer into a formal business owner, giving her a rightful place in the retail market.

  1. Community-Owned Retail Outlets:  SHE-MART is not a government-run shop, but a community-run enterprise. These outlets are owned and managed by a local women’s group within Cluster Level Federations (CLFs). This means the decision-making power is in the hands of the local community; they aren’t just employees; they are the board of directors, the inventory managers, and the stakeholders. This sense of collective ownership ensures that the profits are reinvested into the SHG for the best interest of the community. 
  2. Direct Market Access: Earlier in the Lakhpati Didi scheme, rural women are price takers; they accept whatever price intermediaries offer. SHE–MART creates a structured retail platform that functions like a showroom and provides direct access to the market, where women can sell their products at a fair market price by removing commission-hungry agents. This initiative ensures that every penny earned from the sale of goods directly goes back to women who work hard to manufacture the product.
  3. Economic Growth: One of the most important changes this scheme brings is in the economic identity of the women. Mostly rural programs focus on simple “income generation,” essentially helping someone earn enough to get by. SHE-MART pushes the boundaries further by focusing on Enterprise Ownership. It moves women up the economic value chain, transforming them from “labourers” into “business owners” who manage supply chains, branding, and customer relations.

Permanent Infrastructure: In the past, the biggest struggles for Self Help Groups (SHGs) have been the “temporary” nature of their sales, which usually restricts their business to local festivals or government melas (fairs). SHE–MART helps in providing Permanent Infrastructure in the form of permanent outlets, as we all know, consistency is the key to business success. Having a permanent store allows these women to build a loyal customer base and run a sustainable, predictable business rather than a “side business.”

The Lakhpati Didi Link: SHE-MART: This scheme is the next step after the Lakhpati Didi program because the Lakhpati Didi initiative focuses on the supply side (training and production), SHE-MART focuses on the demand side (sales and marketing).
